Berl d. Jones, Jr.
Berl D. Jones, Jr. is an emergency management consultant with more than four decades of expertise at the local, state, federal, and voluntary agency levels. Berl is a retired member of the Federal Government’s Senior Executive Service (SES) and a Certified Emergency Manager (CEM®).
As a senior executive, Berl served as the Executive Administrator for FEMA’s Mount Weather Emergency Operations Center (MWEOC). In that position, he managed a multi-million-dollar budget for above and below-ground facilities that provided support for emergency management operations 24/7/365. He managed a diverse workforce of more than 500 personnel, providing logistics, finance and administration, information technology, facilities management, environmental safety, and emergency services, including FEMA’s only Fire Rescue and Police departments. Berl also served as the Deputy Team Lead for FEMA’s National Incident Management Assistance Team – Gold, responding to complex events of national significance.
Prior to his assignment at Mount Weather, Berl was the SES Division Director for FEMA’s Individual Assistance Programs, overseeing the national processing service centers and the Individual Assistance Technical Assistance Contract. He also served as the alternate and Chairperson for the Emergency Food and Shelter National Board.
Before joining FEMA in 2002, he was a Senior Program Manager for AOL-Time Warner. Prior to that, he was the American National Red Cross’ Liaison to FEMA Region II and a Disaster Specialist for the American Red Cross in Greater New York.
As a former Federal Emergency Response Official, Berl brings extensive national emergency management and leadership experience to whatever the challenge. He served on FEMA’s original National Emergency Response Team and supported numerous disaster operations, national security events, and national-level exercises, including hurricanes Hugo, Andrew, Marilyn, Katrina, Rita, Super Storm Sandy, the 1993 Midwest Floods, the 1993 World Trade Center Bombing, the TWA Flight 800 explosion, Space Shuttle Columbia, the September 11, 2001 operations, multiple inaugural and State of the Union operations, and the COVID-19 pandemic response.
Berl holds a Master of Public Health (MPH) from New York University and a Bachelor of Science in Community Health from Southern Illinois University at Carbondale. He is a Gold Life member of the Sterling Volunteer Fire Company and was a Pentagon and World Trade Center first responder in the aftermath of September 11, 2001. Berl is a native New Yorker and currently resides in North Carolina with his family.
